I hadn't updated the platform to only look on our download servers. The new release is freeware so not on SourceForge.

Thanks John. I'll give it another try when I'm back on a device that supports the PortableApps.com Platform (Microsoft should thank you, because the PortableApps.com Platform is one of only 2 reasons I still keep a Windows device around).
BTW, what did you mean by "the new release is freeware so not on SourceForge". I don't know the stats, but I think it's likely that most of the projects on SourceForge are freeware.
I gave it a try, but the version downloaded was v3.6 instead of v4.0. The PortableApps.com Platform erroneously seems to think it's v4.0, as the tooltip within the PAP indicates v4.0.

It's actually better supported than ever. People just don't have to rely on MS, thank goodness. For example, see: https://0patch.com and specifically https://0patch.com/patches.html
Providers such as this create much more reliable patches than the horrendous MS patches that frequently cause tons of problems and breakage: see any reasonably good search engine.
Separately, according to the Greenfish Icon Editor website (which unfortunately is not available via TLS), the icon editor (including its portable version) is designed to work with Windows 7/8/8.1/10/11 (and probably 2008/2012/2016) and Ubuntu/Debian. See http://greenfishsoftware.org/gfie.php
