John mentions that "Today's release of FileZilla Portable 3.66.1 makes use of the new PA.c Installer feature allowing the end user to select either 64-bit Only or DualMode with 64-bit and 32-bit support."
When I upgraded FileZilla to v3.66.1, I did not see that dialog box. So I tried uninstalling FileZilla and then reinstalling it. I still did not see that dialog box.
When does that dialog box appear?

It's only in the PA.c Installer so far. So only if you run the installer directly. The ability to specify in the PA.c Platform is coming in this week's Beta release: https://i.imgur.com/1ckpi8T.jpg

PA.c is just PortableApps.com. I mean you need to run the installer for FileZilla Portable directly to see those options. The Platform doesn't yet understand them but will shortly. See the linked screenshot in this post: https://portableapps.com/node/69614
