Is the meaning of "open source" that even small businesses can use these software for free without paying a fee?? or did I understand something wrong???

"Open-source" by itself only means that the source code is publicly available. It depends on the specific license. Most of the time, an open-source program is licensed under the GPL or LPGL, neither of which restrict usage based on whether it's for commercial purposes or not. If you want to use a program (open-source or not) for a small business and want to know if you can legally use it for free, read the license. Some programs will have the source available, but with a very restrictive license, some are closed-source, but have almost no limitation on usage or distribution.

You can.
From the LGPL (under which OOo is licensed):
Activities other than copying, distribution and modification are not
covered by this License; they are outside its scope. The act of
running a program using the Library is not restricted, and output from
such a program is covered only if its contents constitute a work based
on the Library (independent of the use of the Library in a tool for
writing it). Whether that is true depends on what the Library does
and what the program that uses the Library does.
