I have not been able to open Vista's new .ico format with GIMP portable.
Does anybody know why this is? Will it be fixed in future releases?

Vista ICO format only works in Vista and isn't supported by most software at the moment. You'd have to ask the GIMP folks if it'll be supported later.
Sometimes, the impossible can become possible, if you're awesome!
You could use IcoFX, it supports it.
