Can I install both, or do I have to pick one? And what does the jPortable Launcher do?
Everything is explained in related homepages.

It's a separate download. You can download jPortable 32-bit and install it alongside. If you do it in the PA.c Platform, all placement is handled for you. If you're doing it manually, it explains the directory layouts in the app notes: https://portableapps.com/apps/utilities/java_portable#app-notes
