Yes, but it won't be portable unless you make a launcher and you
need to have the .u3p file (most of the time U3 software is downloaded as an .exe file and you need a U3 drive to install it to the U3 drive and look in the System folder for the .u3p file of the desired app, then change the .u3p exctnsion to .zip, extract it delete the manifest folder, and in the other folder it contains the exe and other files, then write a launcher for the software and your done.
There is really no reason to do this, unless you are buying software and they offer a cheaper price for the U3 version, so then just buy, download, install find, change, extract and make.
Skip install and find if you download directly as a .u3p
