it is possible to build a portable application:

At the moment, Blender 2.79b is available on Portableapps.
Since yesterday, version 2.8 is released after four years of development.
I don't expect it to go into Portableapps within a day, this is just a heads up in case you missed it.
I thought it would be a good idea, to have a PortableApp that could register portable apps so they could be used as default apps
