How the portable launcher loads the executable files?

How the process of loading the .exe files from PAL launcher differ from the way how windows is loading the .exe files? I am trying to convert some games in portable format but every time i try to use NoCD patch for a game it always gives some error. And if i use the NoCD patch on the installed game it starts the game without problem. Why this is happening?

Anyone can point me to more detailed information of how the PAL launcher works?

Also, can i edit the launcher parameters? And how to troubleshoot problems with the launcher when it can't launch a program and give some error?
