First of all, how have you "made" apps with Winrar?
If you are a developer and have actually programmed and created your own apps you are free to package them in PAL format and post them to the beta testing forum.
If you have packaged somebody else's apps in PAL format you can also post them in the beta testing forum, but note that if the app is freeware you must obtain permission from the developer. If it is open source you can happily post away with or without permission.

You can't distribute anything here that was packaged with winrar in the beta forums. In order release any apps here, you'll need to be sure it follows the proper format and packaged with the PortableApps.com Installer and then you can upload it to any filehosting service such as MediaFire and push a beta test in the Beta forums following the forum guidelines and Forum posting layout.
