I hadn't bothered to look at it before, so I don't know exactly what was being used color/syntax-wise. But I've added this to my own CSS:
.sitewide-news-banner {
background-color:#FEFEB2!important;
background-image:linear-gradient(rgba(100,0,0,0) 20%,rgba(100,0,0,0.20))!important;
} Meh... it's good enough for now.
That's my guess, in the hope it would get more donations. It certainly worked with me, I donate approximately yearly and the new banner triggered me to do it again.
The color itself is a fairly recent addition to the banner. The gradient has been there for a long while--till recently, but it didn't really stand out--blended in with the background. Adding the color made it look better, made it stand out. I liked it. Then the gradient disappeared, which I didn't really like. But it's back again for me anyway, so I like that. I can't say it affected my donation or not--I don't think so. The new color seems to have been at least a reminder for you--perhaps others, so kudos all around.
Flat gradient... That's a first. At least the wrong syntax for standard gradient no longer matters.
My posts are old and likely no longer relevant.

Update: looks even better during the tea break!
