You are right, but don't forget, this is a development test, that means beta or even alpha state. Official released apps usually don't use online installers. There are some exceptions but that don't depend on a single download location that will fail after an update.
This app is not bundled in the paf-file because of licensing issues. To use an online installer that downloads the original installer is the only way to provide this development test.

For the "Mp3tag Portable 2.65a Dev Test 1" it's written that the MD5 is "e454f354d...". Does it mean the MD5 of the direct downloaded file should be that value?
I am asking because I've downloaded three times the 869841-bytes file, and the three times the computed MD5 is "8e2c8c0e2e8b53...".
Am I missing something?

I downloaded Mp3tagPortable_2.70_Dev_Test_1_online.paf.exe and selected in the PortableApps Platform to "Install a new App".
When I select the downloaded EXE then I get the error message:
The installer was unable to download Mp3Tag 2.70
What is wrong?

Please read this thread. This problem has been discussed many times before. When an online installer expects a specific file that is replaced by an upated one at the download location, it is broken.
As long as prapper does not update his dev test, your only chance is to manually replace the app in the corresponding directory.

If you are so eager to use the most recent version. just drop it in the App folder. It should work.

I've got some issues with this one. I have the official MP3tag installed in standalone mode from the regular installer (so basically already portable since it stores all preferences and settings in the program folder) and would have been glad to use it with a PAF installer....
however, it keeps losing my preferences and settings.... I am constantly finding that my tagpanel has reverted to the most basic settings, or that my added web tag sources are gone. So I will be reverting to the regular portable mode... too bad
That's interesting. It works as expected on my Win8.1 x64 machine. All my settings are preserved.
Do you have it installed in a special folder like ProgramFiles or comparable? Is your folder somehow restricted?
I had a look at the launcher settings and it looks alright. The settings files are just copied from the Data folder to the app's folder and back during runtime. Nothing special and the same way like many other portableapps.

It's helpful to note that this is a dev test. The purpose of a dev test is to test out the portability features of the launcher to prep an app for eventual release. The purpose is not to always keep it up to date for end users. This app, for instance, will not be officially released as the publisher already said no due to the fact that they make a portable version available.
It might be better to release the launcher as an installer package without MP3Tag at all and with no live installer features. Just include directions so the end user can download the zip and manually keep it updated themselves. There's no reason to constantly update the dev test just because new versions of the app are available. Disconnecting it would allow users to download at will and update at will.

Or perhaps an online installer that won't verify the downloaded file's MD5 and can instead extract it's version number from the file it downloads, sort of similar to Calibre Portable's "Launcher Dev Test 1" release could be made?

If you are so in a hurry, instead of posting same posts again and again, you can try to make your own mp3tag installer until the real official beta is ready. To do so :
1/ Install the "PortableApps.com Installer" app in your PortableApps installation.
2/ Download the mp3tag 2.77 paf installer and SAVE IT (do not run)
3/ unpack it using 7zip (portable apps version or not) or any other fitting tool to (e.g.) C:\temp\Mp3tagPortable_2.77_Dev_Test_1_online.paf
4/ go to C:\temp\Mp3tagPortable_2.77_Dev_Test_1_online.paf\App\AppInfo sudbir
5/ Edit installer.ini and appinfo.ini to change all 2.77 to 2.78 (and especially the download url)
6/ Download the new mp3tag version from the official website (2.78) and calculate the md5 with any tool (i use cygwin/md5sum, but portable Apps RapidCRC should work too).
7/ Replace the md5 value in the "installer.ini" (should be 08189e2caa6cbc0cd1783ebabe4e5f93 for 2.78)
8/ Remove the C:\temp\Mp3tagPortable_2.77_Dev_Test_1_online.paf\App\$PLUGIN.DIR subdir
(i did not even try without deleting it because it looks so like a directory added by the installer generator)
9/ Use the "PortableApps.com Installer" and select C:\temp\Mp3tagPortable_2.77_Dev_Test_1_online.paf directory. it generate a new installer.
10/ use the new installer
Don't know if it is fully functionnal. But it apparently works correctly and install mp3tag 2.78.
PLEASE NOTE: TRY AT YOUR OWN RISKS .... This is just a one time post without further support.

It doesn't add the "sources" folder to " %appdata%\Mp3tag\data\" so Tag Sources don't appear. The folder has to be copied manually for the first time.
