building portableApps compatible installers for other devs

I regularily build Apps for my local PortableApps Launcher installation - of software not officially available through the Portableapps App Directory.
Can I offer them in the forums here?

For Example: I built a PortableApps-Installer for https://gpg4usb.org/ - because there isn't any PGP-Software inside the App Directory (if you exclude installing Enigmail into portable thunderbird).
Of course I should talk with the dev before offering it in the forums, but can I offer the installers in the "Beta Testing" area without talking to the dev?

There are many "unofficial" installers of software and I'm pretty sure not all of them are from the original devs or with permission of the developer...

You might want to do a search and see if anyone else has attempted to create PAc versions of programs you are interested in.

But I rather meant the licenses of the softwares - of course there is Creative commons freeware, which you can adapt and share, but things like http://www.sqliteexpert.com/ can't be adapted and shared, but are easily made portable as they only need the portableapps framework to get into the PA-Menu...
So we technically can't offer a beta PAC-Version of that software without permission of the original dev?
