The Portable application should also have a download manager so that anything that is incompletely downloaded at one site can later be again resumed to complete the dowload without having lost the previous incompletely downloaded application

It is an open-source SimCity clone. Someone did a version of the original LinCity, but LinCity-NG is a newer fork, and considerably nicer. Thanks!

git has a native windows port. testing now but I doubt it would be too hard to make it portable.
