FFMPeg not loaded by Audacity

Hi,
Installed audacity 3.0.5 portable edition
downloaded FFMPeg 2.2.2 and put all files in
C:\PortableProgramFiles\Audacity\App\FFMPeg

I launch audacity and tried to import a AAC audio file. Audacity says I don't have FFMPeg.

edit->preferences->library says FFMPeg libary not found
i used the button to manually locate the avcodec-55.dll and save it.
but I won't take it, no error message, no happy message. just no change.
I restart the app several times, resetting each time the FFMPeg libary to no avail.

Why is this forum so hard to search!?

I am trying to file a bug for ShotCut portable loader and I cannot find a way to just search the forum so I can find where to post the bug report... since it says to post a message on the app forum for bug reporting (... why not using a proper bug tracker).
Also why there is not a link to the proper forum in the app download page... so it would be easy to report bugs and see issues... if you really want to keep using a forum for bug trucking(?!)

Burning DVD

I use a public computer, so need to have a dvd burning software on a thumbdrive. Or use a free online site that can do it.
Any suggestion?
I have tried the following portable apps from this site
Infrarecord portable: error code, in 2 seconds, on every file I try to burn. MP4 and VOB

cdrtfe portable: error code every time I tap an app tab, file error, dvd error, cd error. And it will not allow selection of source location.

How do I run two OBSPortable.exe at the same time?

I want to run one OBSPortable.exe that is broadcasting to Twitch and is capturing my Desktop. And then I want to run another OBSPortable.exe at the same time that is broadcasting to YouNow and is using OBS.ninja on my tablet's browser as a camera source. I want to broadcast to two different streaming services at the same time Twitch and YouNow, and have different video sources for each broadcast. I read online that I can create a OBSPortable.exe shortcut to my Desktop and then add -multi at the end. I tried it, but it wouldn't let me run two instances at the same time.
