Is the PortableApps Platform stealth ( no changes to computer/registry)?

I recently transferred all of my Portable Apps from one USB drive to another. Since then, the PortableApps.com platform won't work. All of my other apps will, but the app launcher itself won't. I've tried uninstalling and re-installing, ejecting and re-inserting drive, but nothing seems to help. I'm not seeing an error message anywhere, it just won't start up. I've been running Portable Apps for years and have transferred files this way before, and have never run into this problem. I'm not sure where to look next to troubleshoot. Thanks for whatever help you can offer.
Requirements:
- Windows 7 64
- Fast filesystem (I'm using Samsung Evo 960 PCIe drive)
- Start,exe located on fast filesystem
- user is automatically logging in after system startup
- shortcut to start.exe is added to startup folder: C:\Users\[user]\AppData\Roaming\Microsoft\Windows\Start Menu\Programs\Startup
- I'm using RamDisk: ImsDisk or SoftPerfect. Unfotunatelly - it is not a service, but program executed from HKLM\Software\Microsoft\CurrentVersion\Run
- RamDisk automatically mounts RAM drive, let's say T: and then creates T:\Temp folder
System: Windows 7 64
Scenario:
There should exist at least one app ready for update
- Start Apps/CheckForUpdate
- Accept update
- Wait till the end
Big Notification dialog box appears, containing Close button. Do not close
Initiate Windows Shutdown process
Updater prevents windows shutdown

Expected: I expect, that updater window should close - there is nothing to do, allowing windows to shutdown
OS: Windows 10 Pro 64bit 1709
Path: %user%\OneDrive
Ver: 15.0 -> 15.0.1 -> 15.0.2
Not triggered any AV or FW. (COMODO - CIS)
It causes some file has been deleted before closing the platform and make it can't be closed by common methods.

In the release notes page (https://portableapps.com/platform/changelog) for version 15.0.0 it says:
ADDED: Platform setting of Documents, Pictures, etc environment vars for apps
I wonder, is that for any application launched from the Platform Menu or should applications be modified to handle this feature?

After latest automatic update of portable apps platform I receive this error. Already installed latest version 15 over it but nothing changed. Access violation at address 0056640C in module 'PortableAppsPlatform.exe'. Read of address 000001D0.
Why does Portable Apps Platform V15 insist on loading the Windows (Windows 7 Pro x64 in my case) "Pen and Touch Input Component" when no such physical support exists on my laptop?
How do I know? I can see it "plain as daylight" in Windows Task Manager: "wisptis.exe 2520K" (was 2502K and as high as 2536K).
I would think the programmers of the really slick Platform can enhance the "options" feature with a way to disable loading that "Pen & Touch" aspect of the platform, you know, like a checkbox or something.
i just gut the update from 14.4.? (i do not remember 14.4.2 or 14.4.3) to 15.0 stable. after restarting portableapps i get the error message below. i have no clue where to dig in. all fixes published here for this problem do not apply. tls 1.1 and 1.2 are enabled on my system.
temporarely disabling windows firewall does not have any effect.
i am on windows 10 x64 build 17666. everything worked fine before updating to 15.0. installation of a freshly downloaded 15.0 over existing installation did not work out either.
Error on new install or upgrade for v15
... error I'm getting at startup and the app then closes. Exception EGestureException in module PortableAppsPlatform.exe at 0024EEEA. Unable to enable or disable IRealTimeStylus: the Parameter is incorrect.
I am using Windows 7 and have tested it on a TB and a 2TB harddisk.
Any ideas?
